The worst one, according to Walters, is at 95th Street where utility lines cross from the mainland onto the island. The bulkhead appears to be collapsing in spots.

Last week, Christie sued Stone Harbor, dumping 79, 250 cubic yards of spoils rather than the 65, and has been slow to test the material and remove it.
