Holiday In Wales The GOOD news: The proposed Clinton East Sewer Treatment Plant is on the skids. In the words of Windy Acres' lawyers, the NJ DEP has effectively rejected it.
The complex, if approved, would be built on 41 acres of abbey land. In late 2001, the Morristown Township Council rejected plans to provide sewer service through the township plant. The abbey went back to the drawing board and in February released plans for a new sewer line. If approved by local and state officials, it would mirror an existing sewer from the abbey property to the townships Butterworth Sewage Treatment Plant.
Holiday Wales The BAD news: The proposed sewer plant for Milligan Farms in Union Township (our good neighbors) was REJECTED outright by the NJ DEP. But now, the developer (Hovnanian) is protesting that rejection at a DEP public hearing on THURSDAY, OCT. 9, 7PM at the Clinton Township Municipal Bldg. (Yes, DEP is holding this hearing in Clinton Township to discuss a Union Twp project.)
"Everyone in this courtroom knows if (P& H) felt it had the right to take that capacity it would do just that, " Pantel said. After the hearing, Tom Borden, attorney for the Clinton Township Citizens Coalition, said that with the ruling Windy Acres is "essentially dead." "I'm extremely excited. CTCC has been against this plan even before the planning board denied it, " Borden said. Nick Corcodilos, chairman of CTCC, said the township must now work to fulfill its obligation on its own. The township should work to acquire land and build the 145 affordable homes itself, he said.

Opponents, fearing the EPA will ultimately choose the sewer option, are planning another protest when the agency holds a public update meeting this week. "We're going to stick with our message that there are still too many unknowns (with discharging it into the sewers), " said Sharon Finlayson of the New Jersey Environmental Federation. Her group is pushing for construction of a full treatment plant to remove radionuclides as well as conventional contaminants, such as solids and chemicals, then pump the water back into the ground.

1. Because the same attorney (Tom Borden) who represents objectors in Union Township represents us against Windy Acres. The legal arguments are the same.
This is the second time the monks have come up with a way to provide sewer service for the project. If the township and state approve the plan, the monks would build their own sewer line to the plant. Environmentalists opposed to the plan say environmental restrictions on sewers in the Washington Valley section of the township, where the Delbarton School campus is located, prevent the monks from building the line. The monks and their advisors have disagreed.
Camping Holiday Wales 2. Because the two sewer projects have a lot in common. The same sewer company (Applied Wastewater Management) is behind both plants. If Hovnanian can convince DEP to clear the way for the Milligan plant, Windy Acres will use the same arguments to build Clinton East. Then we'll be counting on Union Twp residents to come help us.
The state's check has been in the mail for years. Two years ago next month, Gov. Christie Whitman visited Mount Laurel and pledged almost $1 million to the township for Trotters Crossing, acre parcel saved from residential development in 1997. A developer planned to build 120 homes on the property at Union Mill Road and Walton Avenue. Last week, the township finally received a check for $981, 979 from the New Jersey Garden State Green Acres Trust program.

Not yet. With the Clinton East Sewer Plant on the skids, Windy Acres is suing Reading Township and Lebanon Borough, demanding that the Readington-Lebanon Sewer Authority provide sewer service to Windy Acres. If Windy Acres can force another town to handle its sewage, we may still see Windy Acres get built.
