Hopatcong Putting In Sewers

Holiday In Wales On the western shore of Lake Hopatcong, excavators have been digging into the rocky hills and tightly packed web of streets over the past month. It's the beginning of a sewer system in Hopatcong, and the largest public works project the borough has undertaken.

This is the second time the monks have come up with a way to provide sewer service for the project. If the township and state approve the plan, the monks would build their own sewer line to the plant. Environmentalists opposed to the plan say environmental restrictions on sewers in the Washington Valley section of the township, where the Delbarton School campus is located, prevent the monks from building the line. The monks and their advisors have disagreed.

Holiday Wales Sunday, April 06, 2003 Hopatcong follows its neighbors across the lake, Roxbury and Mount Arlington, which have already installed sewers. The fourth town bordering Lake Hopatcong, Jefferson, does not have sewers but has been discussing the issue.

Camping Holiday Wales However, "non-conforming" septic systems on small lots are not able to handle modern usage, and their runoff contains pollutants, such as phosphorous and nitrates, that have promoted growth of aquatic weeds and bacteria in the lake, officials said.

Cape May Foods, Inc. is moving to the Millville plant where it plans to hook up to the sewer lines. While in Burleigh, it had sprayed its wastewater into surrounding fields, upsetting residents with the fishy odor. They refused a township request to hook up to the system in Burleigh because they said the rates were exorbitant and could put them out of business.

Accommodation Holiday Wales About 40 percent of the "nutrients" washing into the lake are from septic systems, said former Hopatcong Mayor Clifford Lundin, who was a longtime member of the former Lake Hopatcong Regional Planning Board. Sewers will help correct the "improper planning" of the past and start the "smart growth" of the future, Lundin told a crowd at a ceremonial groundbreaking Friday.

Holiday Last Minute Wales "We will bring our lake back through the sewer system," Lundin said.

Catering Holiday Self Wales Dirk Hoffman, director of the state Environmental Infrastructure Trust, said lake water quality "definitely will improve" with sewers. Officials said water quality has improved since 1992, due to sewers in Roxbury and Mount Arlington. Those towns represent about 20 percent of the houses around the lake.

Holiday Wales Walking In Hopatcong, sewers were first envisioned more than 30 years ago. In 1995, voters approved a referendum to pursue sewers. However, in 1997, voters -- concerned about high costs -- overwhelmingly defeated an $88 million referendum to construct sewers throughout the entire borough.

Family Holiday Wales In 1999, the town secured millions in government funding to offset the costs, and began plans to install sewers in phases. Some $19 million in state and federal grants and loans were received to offset costs, including:

Adventure Holiday Wales # a $5 million state grant, sponsored by state Sen. Robert Littell (R-Sussex);

Holiday Park South Wales # $5.5 million in grants and loans from New Jersey Infrastructure Trust.

Cottage Holiday Wales Hopatcong's sewers will flow into the Musconetcong Sewer Authority's sewage treatment plant in Mount Olive. The authority handles 3.8 million gallons each day from Netcong, Stanhope, the Budd Lake section of Mount Olive, the Landing section of Roxbury, Mount Arlington and the Route 206 corridor of Byram, according to Superintendent Dave Biasi.

Holiday In Wales A 500,000-gallon-a-day expansion of the plant to accommodate Hopatcong sewers also is being funded by a $4.4 million federal grant by Frelinghuysen, and another $6.3 million from the Infrastructure Trust.

Holiday Wales Even with that money, the costs are steep. Hopatcong homeowners in sewered areas would pay about $850 a year for the next 20 years, as well as connection costs that could range between $1,500 to $3,500, depending on how much work is involved hooking up a house, Mayor Richard Hodson said.

Cottage Holiday In Wales Phase I, which got under way last month, would cost $25 million and would connect about 1,800 homes over the next year in the Hopatcong Heights, Hills South, Point Pleasant, Point Pleasant, Lakeside Boulevard East and town center areas. A $13 million Phase II would follow later this year, and connect another 900 homes by 2005.

Caravan Holiday In Wales "That's a lot of progress," Hodson told the crowd Friday.

Camping Holiday Wales Both phases include areas most in need of sewers, and would eliminate nearly 45 percent of the borough's 6,200 septic systems, Hodson said.

Accommodation Holiday Wales "We face a dilemma with lakefront properties and old septics and the damage it does to the lake," Hodson said. "The other problem is in the hills, where we have a lot of 40-by-100 lots and they have wells and septics on the same lot. Those are literally ticking time bombs" of pollution to both the lake and wells.

Holiday Last Minute Wales However, it is not known when the rest of the town may get sewers, or if such large amounts of funding will continue to be available. The issue promises to present some tough choices for the council and in the near future, Hodson said.

Catering Holiday Self Wales "A year from now there's going to be a lot of soul-searching," Hodson said. "A lot of families who recognize the benefits are going to want to move forward, but the government funding won't be there."
