How would the U.S. government enforce an SMZ along the entire Atlantic and Gulf Coast? Surprisingly, it wouldn't be that tough. For that solution, all we need do is look to fishery managers in Hawaii, who currently enforce a 50- to 75-mile SMZ around that entire island chain through the use of electronic transponders that allow satellites to track the whereabouts of each longlining boat. The transponders are required for participation in the fishery. Officials at the National Oceanic and Atmospheric Administration, which heads the program, found the transponders eliminate the need for intensive air and surface craft enforcement, and credit the satellite monitoring for stabilizing the harvest of swordfish off Hawaii.

Holiday In Wales Past U.S. fishery management policies serve as an example of how not to protect our marine resources. We need to follow the example of Hawaii, and even California, which prohibits longlining within 200 miles of its coast. The Bahamas, Mexico, Venezuela, Panama, Guatemala, New Zealand and Australia all have created special management zones to protect their most valuable game fish, yet the U.S. lags behind. Each of those countries offers consistently good fishing; it would be foolish to discount these management zones as having played no role in that.

Holiday Wales An interesting footnote to any SMZ discussion is the fact that special management zones were to be included in the second phase of the original swordfish management plan, approved in 1990 by the five Atlantic and Caribbean fishery management councils after 10 years of bickering. Unfortunately, when the Magnuson Act was reauthorized that year, commercial fishing interests lobbied successfully to transfer management authority for swordfish, billfish, sharks and tuna to the Commerce Department and away from the fishery management councils. The zones were never implemented.

That means that it is independantly accredited at a level of learning equivalent to level 3 on the National Qualifications Framework (NFQ) for England, Wales and Northern Ireland.

Cottage Holiday In Wales The time has come for sport fishermen, as well as the conservation and recreational fishing industry, to push for the creation of a coast-wide special management zone.
